Obituary for Richard Robin Osial

Richard Robin  Osial
Richard Robin Osial, 66, passed away peacefully in his home in Annapolis, Maryland on January 19, 2021.

He was preceded in death by his father, Thaddeus A. Osial, Sr. and his brother James P. Osial. He is survived by his mother, Mary J. Osial, his children Ryan W. Osial, Justin R. Osial, and Eric C. Osial, his brother, Thaddeus A. Osial, Jr., and sister, Mary Jo Osial along with two daughters-in-law, two grandchildren, another grandchild on the way, and several nieces, nephews, and cousins.

Born in Pittsburg, PA to Thaddeus and Mary Jane Osial, an Eagle Scout, Richard graduated from high school, went on to graduate from Frostburg State University with a Bachelor of Science in music education, and then shortly after enlisted in the U.S. Navy as a trumpet player in 1976. He continued his education at the Navy War College in national security studies and then went on to earn his masters from the University of Arkansas in operations management. He served as bandmaster for fifteen years before retiring in 1999 at the rank of Lieutenant. His 23 years of service included assignments in Charleston, Orlando, Virginia Beach, Memphis, Newport, New Orleans, and Washington, D.C. After a distinguished military career, he served for five years as a civilian in Public Affairs for the U.S. Navy at Naval Sea Systems Command and for an additional fifteen years in the Office of the Chairman of the Joint Chiefs of Staff Public Affairs at the Pentagon.

Known for his sharp wit and vast literary and theatrical knowledge, he loved to make people laugh in the halls of the Pentagon, at his home, and on the golf course. He was a respected public servant, shipmate, and mentor to countless public affairs professionals across the Department of Defense.
A memorial service will be held in Richard’s honor on February 20, 2021 at 1:00pm with Rev. Bob Perdue officiating. Richard will be inurned in Arlington National Cemetery at a later date.
